Overview
The Heart Institute consists of three separate legally incorporated entities, each having its own distinct board of directors. These entities are: the University of Ottawa Heart Institute (UOHI), the University of Ottawa Heart Institute Foundation, and the Ottawa Heart Institute Research Corporation (OHIRC).

The University of Ottawa Heart Institute Board of Directors operates in conjunction with its sister boards, its board committees, and senior management to oversee the operations of the Institute. Reporting is regularly shared among the three entities, and where appropriate, UOHI committees also have reporting responsibilities to one of the sister boards of directors.

Committees
The Heart Institute Board of Directors has standing committees that meet regularly between board meetings. These committees include:
External Communications Committee
Chair: Graham Fox
Purpose: To oversee the Heart Institute's branding, naming, and communications strategies.
French Language Committee
Chair: Latifa Belmahdi
Purpose: To establish and maintain effective French language health services at the Heart Institute and ensure the continued availability, permanence, and quality of these services.
Governance Committee
Chair: Deborah Weinstein
Purpose: To oversee and enhance governance of the Heart Institute. This includes board member orientation and development, board committee structure and performance, member selection and nominations to committees, and CEO performance.
Joint Finance & Audit Committee (UOHI/OHIRC)
Chair: Ian Craig
Purpose: To provide advice on operational and financial matters relating to the institutes. This is a standing committee of the Boards of Directors of the Heart Institute and OHIRC.
Quality of Care Committee
Chair: David Scott
Purpose: To oversee the quality of cardiac patient care within the Heart Institute and the cardiology service at the General Campus on behalf of the Quality Committee of the Board at The Ottawa Hospital. The Committee ensures that the quality of patient care is an integral component of the governance and management of the Heart Institute.
Mr. Lawrence Soloway, Chairman of the Board
Mr. Lawrence Soloway is a partner in the law firm of Soloway Wright LLP in Ottawa. He graduated from the University of Toronto with a Bachelor of Arts and from Queen's University Law School with a Bachelor of Laws in 1974. He was called to the bar in 1976 and has practiced in the fields of business law, real estate, and insolvency. He has taught continuing legal education programs as well as at the Bar Admission Course of the Law Society of Upper Canada. He has served as Chair of the Ottawa United Jewish Appeal and as an officer of the Ottawa Jewish Community Council. He was Chair of both the University of Ottawa Heart Institute Endowment Campaign from 2000 to 2004 and the UOHI Foundation from 2005 to 2008. He was awarded the Queen's Golden Jubilee Medal for significant voluntary contribution in 2002.
Ms. Denise Alcock RN, PhD
Ms. Denise Alcock is a member of the board of the Ontario Health Research Alliance. Her research and publications are in the health systems and health services domain. She was the founding Director of the Child Life Department as well as of the Nursing Staff Development and Research Department during her 15 years at the Children's Hospital of Eastern Ontario. Ms. Alcock has served on a number of international, national, provincial, and regional boards and committees. Some of the boards and committees are Medical Research Council, Governing Council of the Canadian Institutes of Health Research, Canadian Association of Schools of Nursing (president), Sisters of Charity of Ottawa Health Services (board member), and The Ottawa Hospital.
Dr. Donald S. Beanlands MD, FRCP, FACC, FACP
Dr. Donald Beanlands graduated from Dalhousie University in Halifax, Nova Scotia, as a gold medalist and completed his postgraduate medical training at Dalhousie and the University of Toronto. Dr. Beanlands was appointed to the Faculty of Medicine at the University of Toronto in 1962, and he became Chief of Cardiology at the Toronto Western Hospital. In 1977, he initiated the development of the Division of Cardiology at the University of Ottawa Heart Institute. He was Chief of the Division of Cardiology for 19 years and Professor of Medicine at the University of Ottawa. Dr. Beanlands has been instrumental in the development of the Cardiology Division and teaching programs at the Heart Institute.
Director, Foreign Policy & Corporate Communications
DFAIT
Ms. Belmahdi is Director of Foreign Policy and Corporate Communications in the Government of Canada's Department of Foreign Affairs and International Trade. Prior to this, she worked with the University of Ottawa's Faculty of Social Sciences as their Chief of Marketing and Communications as well as the Chief of Faculty Development and taught French as a part-time professor. Previously, she spent several years at the University of Ottawa Heart Institute where she served as the Manager responsible for achieving the Institute's French Designation. Ms. Belmahdi graduated from both the Université de Savoie (France) and Carleton University with an M.A. and received an MBA from the University of Ottawa. She has served on the City of Ottawa's French Language Committee and is currently Chair of the Heart Institute's French Language Committee.

Retired—Nortel Networks
Mr. Ian Craig retired from Nortel Networks in 2000 as Executive Vice-President and Chief Marketing Officer. In his 33 years at Nortel and its research subsidiary, he held many senior management positions, including President of Wireless and Carrier Solutions, President of Broadband Networks, Chief Executive of Nortel Europe, and Executive Vice-President of Enterprise Marketing, Nortel U.S.A. Mr. Craig has a BSc in Electrical Engineering from Imperial College, University of London, and is the Fellow of the Institute of Electrical Engineers. He sits on the boards of CAE, Bell Canada International, and ARRIS, a provider of CATU equipment in Atlanta.
President & CEO
Institute for Research on Public Policy
Prior to becoming President & CEO, IRPP, Mr. Fox was a Strategic Policy Advisor at Fraser Milner Casgrain LLP, where he assisted clients in developing their government relations strategies and public policy positions. Graham was Vice-President of the Public Policy Forum, an independent, non-partisan organization dedicated to the pursuit of excellence in government. He has also served as Executive Director of the KTA Centre for Collaborative Government, a public interest research organization, as well as Director of Communications, and then Director of Legislative and Public Affairs, IRPP. Graham has also held a number of positions in Canada's political arena. He contested the most recent provincial election in Ontario as the Progressive Conservative candidate in the riding of Ottawa-Orléans. He also served as Chief of Staff to the Rt. Hon. Joe Clark, leader of the Progressive Conservative Party of Canada, national press secretary to a candidate for leadership of the PC Party, and senior advisor to a Member of Parliament. Graham holds an undergraduate degree in history from Queen’s University, and a master’s degree in political science from the London School of Economics. In the community, he volunteers with the Canadian Merit Scholarship Foundation. He served on the Mayor’s Task Force on municipal governance and the quality of care committee of the Children’s Hospital of Eastern Ontario (CHEO). He is the past chair of the Festival franco-ontarien and former administrator of the Montfort Hospital. Graham appears regularly in the media as a policy analyst and political pundit on CBC News Network (Power and Politics with Evan Solomon), CFRA and TFO, and is a regular contributor to Policy Options magazine.

University of Ottawa
Robert Giroux holds both a Bachelor’s in Commerce (specialization economics) and a Master’s in Science (economics) from the University of Ottawa where he has also taught statistics and public administration. He led the Association of Universities and Colleges of Canada (AUCC) from 1995 to 2004 and was deputy minister of both Customs and Excise with Revenue Canada, and the Ministry of Public Works. He was president of the Public Service Commission from 1990 to 1994 and was then appointed Secretary of the Treasury Board of Canada and Comptroller General of Canada in 1994 and 1995. Intensely involved in the university environment, Robert Giroux contributes his expertise as a member of the advisory board to the University of Ottawa’s Telfer School of Management, the board of directors of the Université du Québec en Outaouais and the Board of Governors of the University of Victoria. He is a member of the Order of Canada, a recipient of the Trudeau Medal awarded by the Telfer School of Management and a recipient of honorary doctorates from the Royal Military College of Canada, McMaster University, Université de Montréal, McGill University, Brock University, the University of Victoria and the University of Ottawa.
Mr. Bernard Jasmin, PhD
Vice-Dean, Research, Faculty of Medicine, University of Ottawa
Before he was appointed to Vice-Dean, Research, Mr. Jasmin served as Chair of the Department of Cellular and Molecular Medicine. At the University of Ottawa, Mr. Jasmin developed an independent and vigorous research program based on his expertise in molecular studies, analyses of physiological properties and the study of the neuromuscular junction and skeletal muscle plasticity. His work today focuses on deciphering the regulatory cascades and signaling pathways involved in controlling expression of synaptic proteins in both neuronal and skeletal muscle cells. His goal is a greater understanding of neuromuscular conditions such as Duchenne muscular dystrophy, myotonic dystrophy, muscle atrophy and axonal regeneration. Mr. Jasmin obtained his PhD in 1988 from the Université de Montréal. He continued his postdoctoral work in the laboratories of Dr. Jean Cartaud and Prof. Jean-Pierre Changeux in Paris, France. In 1990, he moved to the University of Miami School of Medicine before joining the Department of Physiology at the University of Ottawa in 1992.
Chair, UOHI Foundation Board of Directors
Mr. LaBarge is a founding partner of LaBarge Weinstein Professional Corporation and an active participant in the local high technology sector for the last 25 years. Practising primarily as a tax (including tax litigation) and corporate lawyer, his practice has included anti-dumping trade enquiries and NAFTA disputes as well as financings of all types of enterprises from pulp and paper mills to satellites, major technology acquisitions, and corporate acquisitions and divestitures. Paul concentrates his practice in taxation, mergers and acquisitions, and trade law. Paul has been and continues to be heavily involved in the community. He serves on a number of charitable boards. A strong supporter of life long learning, he completed an LLM in 2009 and has recently co-authored a book on personal financial management.
Ms. Coralie Lalonde

Katsura Investments
Ms. Coralie Lalonde, ICD.D, is the founder and CEO of Katsura Investments, an early stage private equity investment group established in 1999. Prior to Katsura, she was the founder and CEO of Integra Solutions, a high-tech research and design corporation established in 1993. Ms. Lalonde is an executive committee member of the Otttawa chapter of the Institute of Corporate Directors and has served on many private boards including SofTV (acquired by Xstream), Maskery (acquired by Macadamian) and DNA Genotek (acquired by OraSure). She is also an active volunteer in the Community and has served as a Director for many organizations including Junior Achievement of Ottawa (Chair), Volunteer Ottawa (Chair), the Tech Venture Challenge (Chair) and the Community Foundation of Ottawa. Ms. Lalonde has received various awards for her business and community service including the Y Woman of Distinction award and the Mayor's Community Builder award.
Dr. Buu-Khanh Lam, MD, CM, MPH, FRCSC
President, Medical and Scientific Staff, UOHI
Dr. Buu-Khanh Lam is a Cardiac Surgeon and Director of the Valve Clinic at the University of Ottawa Heart Institute, and he is Associate Professor of Surgery and Co-Director of Surgery Undergraduate Education, Faculty of Medicine at the University of Ottawa. Dr. Lam received his MD in 1994 from McGill University in Montreal. He trained in General Surgery at McGill University before completing his Cardiac Surgery residency at the Heart Institute. Dr. Lam is the Canadian lead in a North American and international effort to promote the treatment of lone atrial fibrillation via minimally invasive surgical techniques.
Mr. Manley is a software and telecommunications senior executive with more than 25 years of experience. His leadership positions include chief financial officer of Avaya Inc., a leading global provider of business communications applications. He was the chief financial officer and senior vice president, administration of Cognos Inc. (an IBM company), a leader in business intelligence and performance management solutions. Mr. Manley spent 18 years with Nortel Networks holding many senior management positions including senior vice president of finance. Mr. Manley graduated from Carleton University with a BSc in engineering and received an MBA from Queen’s University.

Dr. Nemer has a PhD in bio-organic chemistry from McGill University. Prior to her arrival at the University of Ottawa, she was Professor of Pharmacology at the Université de Montréal, Director of the Cardiac Development Research Unit at the Institut de recherches cliniques de Montréal (IRCM), and a Tier 1 Canada Research Chair in Cardiovascular Cell Differentiation. At IRCM, she also served as Director of Academic Affairs and Executive Director of Planning and Development. She is presently the Chair of the France-Canada Research Fund executive committee and serves on the Advisory Committee for the Vanier Canada Graduate Scholarship program, the executive committee of the Ontario Council on University Research and the international scientific board of Lefoulon-Delalande Foundation of the Institut de France. Dr. Nemer is a member of several boards including the Canadian Stroke Network, the Canadian Research and Knowledge Network and the Ottawa Hospital Research Institute.
Ms. Deborah Weinstein

LaBarge Weinstein
Ms. Deborah Weinstein is co-founder and partner at LaBarge Weinstein, one of Canada's premier business law firms headquartered in Ottawa. Prior to founding LaBarge Weinstein, she was managing partner of the Ottawa office of Blake, Cassels & Graydon, one of Canada's largest law firms, and also a partner there from 1991 to 1997. Ms. Weinstein's focus is on securities, mergers and acquisitions, and business law. She is a graduate of Osgoode Hall Law School in Toronto. Ms. Weinstein is a member of the board of directors of a number of public and private companies. In addition, she is on the Dean's Advisory Board of the School of Management at the University of Ottawa.
Mr. Hugh Winsor, CM
Writer and Broadcaster
Mr. Hugh Winsor is one of Canada's leading commentators on public affairs and a senior member of the Parliamentary Press Gallery. He has also had a long-term involvement with organizations researching foreign aid programs and promoting the interests of developing countries. In addition, he is Adjunct Professor at the School of Policy Studies at Queen's University in Kingston, Ontario. In September 2005, he was invested as a Member of the Order of Canada. He joined the Globe and Mail in 1969 as a member of the Editorial Board and during a three-and-a-half decade career there, he has written about a wide range of foreign and domestic issues. He is best known for the column he wrote from September 1997 until June 2005 on national politics entitled The Power Game. He continues to write for the paper as an emeritus member of the Globe's Ottawa Bureau. Mr. Winsor also helped create The Journal on CBC Television. He is a graduate of Queen's University in Kingston, Ontario, and has served on the boards of CUSO, Oxfam, and the North-South Institute.

Ms. Workman, a chartered accountant with career experience in financial management and education administration, serves as consultant and is former executive director of Canadian Association of University Business Officers. She is a former chair of the Senior Administrators of Universities of Ontario and the Canadian University Reciprocal Insurance Exchange. She has served on a number of number of Boards for public and private organizations.
